T-Shirt Design...Help!

I am a traditional artist and I want to submit a drawing that I did to a t-shirt design contest and I need help! I have some abilities in photoshop, but not illustrator. Everything I've read said that I should submit a vector graphic at about 300-400 resolution. The contest allows up to 8 colors, my drawing is black and white. I'm just lost at where to even start. I have never done anything like this before and all the research I've done makes submitting a simple design sound impossible. I have my drawing scanned into photoshop and I want to add the grunge look to it. I'm not having a problem using photoshop to design it, I'm having a problem using photoshop to submit a design that will be printable on a t-shirt.

Has anyone done this before? Am I making to big a deal out of this, should I just submit my design and see what happens? Can someone point me in the right direction so that I don't submit a print that doesn't even have a chance to be voted on because I didn't create it in the correct format?

I need help.
